Windows 10: File Explorer buffers and reloads every file in a folder when opened

Ok, so if my computer is on for 2-4+ hours and I open a folder in Explorer with multiple files in it it will show all the files but then one by one at the speed of 1 second each, each name will disappear and then eventually when it does the last one, the folder will refresh and everything will be there in large icon view.This has happened on Windows 10 and 11, with every fresh install I do. Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Files remain in original folder after moving them to new folder in file explorer

• On the File Explorer window, click the View tab > Options > Change folder and search options > View.
• Under the Folder views section, click Reset Folders, and then select
  Yes to confirm.
• Once you’re done, click OK, and then check if the issue persists.

Note: This process will remove the list of files that you recently opened.

opening .dds files with gimp

Simply, HOW? I got the DDS plugin but the POS wont open DDS files still. Can someone give me a step-by-step rundown of how to install the DDS plugin for gimp so I know if I'm missing something?
