Windows 10: File Explorer cannot be Opened

Each time I try to open the file explorer my laptop will have a blink and fail to do so. Looks like that system will restart the the file explorer for my each attempt I resetted my pc but kept my personal files yet it didnt work. Before the reset, I googled the solutions and tried including: resetting file explorer options, adding new registry worked for 2 sec and then file explorer restarted still, disabled all non-windows apps and restarted. What can I do next to fix this issue?

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

In this case, it's possible that the File Explorer is set to open an incorrect/corrupted file location. To rule out folder path related issues, we suggest that you follow the steps below:

• Type Control Panel in the search box. From the search result, click
  Control Panel.
• Select Small icons from the View by: drop-down list located on the top right side of the window.
• Select File Explorer Options.
• Under the General tab, select This
  PC from the Open File Explorer to: drop-down list.
• Click OK.

Once you're done, open File Explorer again and check if the issue persists.

• Press Windows key + R on your keyboard to open the run dialog box.
• Type explorer and press Enter.
