Windows 10: File Explorer launch causing refreshed in other apps

I have noticed a pretty weird issue in Windows 11 currently 22H2 Build 22621.2500:When I open Windows File Explorer it will cause some sort of "refresh" in the graphics subsystem. Can't launch file explorer following update to Windows 10

I started with the steps recommended by Kapil Arya. Part way through I switched to your suggestions and the File Explorer launched following a reboot following step3.

 

Win10 Email refresh?

Fine about refresh button. But how about auto refresh at regular intervals. You guys are experts in killing your own products. Come with regular product launches without testing them fully and cause forced inconveniences to Users.

Windows 10 File Explorer: No Automatic Refresh

After a few days, File Explorer stops automatically refreshing. Operations like:

• Adding or renaming a file
• Deleting a file
• Adding a folder
• Moving a file/folder
• etc.

complete successfully, but nothing happens visually until I manually press F5.

Some of you may realize that this question has
been asked several
times before, like this one nine
years ago. I've tried every single resolution step I can find that's been suggested. The problem always returns.

I think it's time someone from Microsoft answers this question properly. Why does a well documented bug like this go this long without a fix? Can you provide a solution that works and hasn't been blindly copied and pasted multiple times?
