Windows 10: File Explorer Scrolling while clicking and dragging

I recently updated to Windows 11 version 22H2 and I can no longer scroll in file explorer while "holding" a file by clicking and dragging. For example, if you have a folder with a large number of items, you arrange it by name, you want to move file zxy.txt into a Folder named ABC. You'd normally grab the file, scroll to the top of the window then drop it into the folder.I've noticed the same problem in Outlook, if I select any number emails then click and drag onto my Nav pane looking for a different folder to move it to,

Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Unable to drag and drop in file explorer

I suggest you to perform System File Checker (SFC) scan.

Step 1: System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.

If the issue persist follow the step 2.

Steps 2: You may try to restart Windows Explorer and check if it helps.

Scroll bar keeps resetting in Windows File Explorer.

For some reason, when I'm browsing a long list of files, if I stop moving my scroll wheel for a few seconds, the scroll bar in the file explorer jumps back up to the very top. Which is annoying when I'm browsing a folder that has hundreds of files in it.
This only happens in the file explorer. Any suggestions?
