Windows 10: file keeps going into my enternet explorer and wont allow me to open it

im trying to downlode a fabric mod luancher for minecraft exept everytime i try to open it it keeps going into my enternet explorer to save and not my normal files, but when i try to open it from there it says "open" but when i click it it just brings up "save, save as, open" and when i click "open" it brings me back to the same screen and keeps redownloding it into a loop and i cant open it to get to the launcher file for the fabric mod! i cant even open the file. its a ajar file download and cant open the file can someone help me?

However, I would suggest you to follow the steps mentioned below.



Method 1

Restart Windows Explorer

1. Click on Start, type in “Task Manager”
   
2. Now go to Process tab. Click on Windows Explorer and
   Restart.
   
3. Then check the status of the issue.
   
4. If the issue still persist, try with the method 2.
   

Method 2

I suggest you to try the suggested steps from the article Fix File Explorer

opening .dds files with gimp

Simply, HOW? I got the DDS plugin but the POS wont open DDS files still. Can someone give me a step-by-step rundown of how to install the DDS plugin for gimp so I know if I'm missing something?
