Windows 10: File System Error -1073741819 - Opening programs gives me this error.

My programs operated fine until this latest update of Windows V10.0 Build 18363. Now when I try to open many of my programs, I get the above error message and the programs just shut down.

I have a problem with CCleaner not opening due to error message –
C\Program Files\CCleaner\CCleaner 64.exe – File system error (-1073741819).
I contacted both CCleaner forum and tech support – both replied that it was a Windows 10 problem and suggested sites to fix the problem.
Since this seems to be a Windows 10 problem, I wanted to know from Microsoft that suggested fixes were applicable.



Would you please advise Microsoft fix for this problem and/or confirm fixes suggested by CCleaner?

Sorry, the files I have are pdf files not jpeg so not able to attach files.

File system error (-1073741819) is a User Account error and has a surprising fix - by changing the Audio scheme.

This shows how to do it using either solutions 1 or 2, it also gives 2 alternative fixes that involve more work:

Which app are you trying to open ?

Is it a third party app or an app from windows store?

Is it an execution file? (.exe)

File System Error 1073741819 and other critical errors can occur when your Windows operating system becomes corrupted. Opening programs will be slower and response times will lag. When you have multiple applications running, you may experience crashes and
freezes. There can be numerous causes of this error including excessive startup entries, registry errors, hardware/RAM decline, fragmented files, unnecessary or redundant program installations and so on.

Please try this steps:

• Type restore in the search bar
• Click on open system restore
• Click next .
• Select a system restore point and restore your computer to that state it was before the selected event
  
• Select a restore point by checking the date and time and select next followed by finish.

So I just updated to ten, and have all the updates, but whenever I try to run a .exe file, it gives me the error
