Windows 10: File system error -2144926975 when I click on recovery.

I tried to restore my pc to an earlier date and now everything is messed up. No audio or webcam detected, chrome wont open, photos app wont open, and it wont let me run recovery again. Gives me system error thats in the title. This is on windows 11. What to do? I really dont wanna have to reinstall if possible.

So Recently i tried opening windows firewall, but it gave me an error which is

File system error (-2144926975 and all the icons from the start menu disappeared

And iam on Windows 10

i've tried EVERYTHING to fix it but i couldn't find any solution

Is there a way to fix it?

I was having problems with my keyboard randomly not working so I tried a system restore to try and fix this.

The system restore failed upon startup and now I have the following issues:

- Audio, Chrome, Add or Remove Programs and more programs don’t work anymore

- All restore points have been erased

- Clicking on recovery returns a File system error (-2144926975)

So now it seems like my laptop doesn’t work properly and I cannot do a system restore anymore. Is a reset my only chance now?

I'm I recently downloaded a zip file from Microsoft. Sysinternals suite.zip. I unzipped it to its own directory in the download folder, now when I try to access it I get a runtimebroker.exe error with the following file system error (-2144926975).
I'm thinking it *maybe* a permissions problem. Permissions have been a nightmare for a few applications and services especially DCOM....... UPDATE, I'm almost certain that it is a problem with Cortana. When searching for the zip file through Cortana, it will
not pull up the directory where the file is located, but if i go to the file using file explorer it all loads as it should.
