Windows 10: Files are permanently deleted even though recycle bin properties is set for them to go to...

I have a two week old win11 computer. I set up recycle bin so I get a warning when deleting files. Recently, I noted that when I delete files, the warning is that they will be permanently deleted. And I no files recently added to the recycle bin except for one empty folder and one shortcut. I confirmed that the recycle bin properties are set with "remove files immediately" unchecked. Although this is not an office computer, my office IT suggested doing the followingGo to Start > Click All Programs > Accessories;2. Right-click Command Prompt > Select "run cmd a

When I delete a file, my only option is permanently deleting. I went into the Recycle Bin settings, and it is not set to permanently delete files.

Where did you delete the file from?

Removable drives, such as USB flash drives and memory cards, will not have a Recycle Bin. Files deleted from removable drives are permanently deleted.

• Are you referring to deleting the file inside the recycle bin?
• Are you referring to deleting the file outside the recycle bin using
  SHIFT key + Delete?

Deleting files inside the recycle bin always asks for a confirmation prompt. It is the normal behavior of the recycle bin. And if you are trying to delete the files outside the recycle bin using using
SHIFT key + Delete it will also ask for a confirmation prompt because the files you are trying to delete will be permanently deleted and will no longer be stored in your recycle bin.
