Windows 10: Files copied from previous OneDrive cannot be opened

The contents of a OneDrive folder were copied from an older computer to the local drive of a new computer. The files are there, not shortcuts, and have various file sizes like they should but the icon has a grey x in the bottom left of the file icon and when the file is double clicked, this error pops: "The Cloud File Provider is Not Running" yet, OneDrive is running on the current computer. I can't even copy the files from this location to another location on the same hard drive, like to the Documents or Desktop folders or even to the new OneDrive. Any ideas on how to "unlock" these files? I

Windows 10 - OneDrive

Right click on the app and one of the properties has an option to not automatically start it. Uncheck, restart the computer, and it should stop. If you want to go another step further, find the OneDrive app in the start menu, right click on it and uninstall.

If that is still insufficient, there is a batch uninstaller for OneDrive available online. I can copy the code here if you need it.

I would suggest you to reset OneDrive and then try copying the files to see if it works.

• Press ‘Windows’
  and ‘R’ keys on the keyboard together to open the run dialog box and copy paste the following into the Run box:
  
  %localappdata%\Microsoft\OneDrive\onedrive.exe /reset
  
• Open Run window again and copy paste the following:
  
  %localappdata%\Microsoft\OneDrive\onedrive.exe /reset
  
• Restart the machine and try copying the files to see if the issue persists.
  

If the issue persists, turn off Files On-Demand feature and try copying. Refer to the article

Java.nio.file - Copying files

You can't copy a folder, thats why it generates an exception (you are trying to copy a folder using a copy file function).
You probably need to list all the files inside that folder and copy one by one
