Windows 10: Files wont open after extracting from zip

I used both Winrar and 7zip to extract the files. After completion, the files just won't open. I clicked on it so many times. Tried to right click then open it but after selecting open it wont open. For some weird reason if I just open the zip file using Winrar and open one of the files in it, it opens. Is there something corrupting the files while extracting? It's been like this for 3 days for every zip file I extract. I also tried "sfc /scannow" and it fixed some corrupt files but didn't fix the main issue.

Are the step-by-step processes identical? That is, the folder extracted from and the folder extracted to belong to the same hierarchical file system structure. If they are, that suggests mildly the Cumulative Update left an electron or two out of place.

Thanks pyramid10 for your contribution, I ensured that the steps taken and the source and destination folders were the same, in the using zip7 as suggested by BunnyJ resolved all issues for me.
I am the first to admit that I am a long long way from understanding the intricacies of computers and if truth be told I am now to old anyway to absorb much information.

7-zip will not extract a zipped file

What was the zip file? Perhaps it is corrupted, try downloading it again.

What does 7-Zip say? If you try opening the .zip with 7-Zip File Manager do you see any error messages? If so, post a screenshot.
