Windows 10: Finding a replacement to Google Picasa while moving my pics from a Mac to a PC

I'm embarrassed to admit it, but I still use Picasa to view most of my pics. Back when it was still being supported, I spent a lot of time tagging my favorite images with stars, and building albums. And I also spent a lot of time tagging faces.

Well, it's time to move on. It's been 4 years since Google abandoned Picasa, and I assume that migrating my metadata to a new program will only become harder, not easier.

What I liked about Picasa is how it let me easily browse through my pics in chronological order, and allowed for albums and slideshows, and supported face recognition. And how it let me star favorite pics and view the starred pics as a separate album.

I also liked how it could do light photo editing, although that is not a priority. (I can always use a separate photo editor for that when needed.)

What alternative photo viewers/organizers are there to Picasa these days that would allow me to import the metadata for my existing Picasa albums, starred, photos, face recognition, etc.?

I understand that Adobe Lightroom supports many of these features, and so that was one of the first things that I looked at. I see that they have moved to a subscription model with the current rate of $120 per year. So I'd like to avoid that if possible, since I assume the price will only go up and up as time goes on. My preference would be open source software, but I don't know if that is possible....

Also, an additional wrinkle for me on this topic. My pics are still on an old Mac computer I have and that is where I use Picasa to view them. But my new computer is a Windows 10 computer--so I need to somehow migrate my pics together with their organization (stars, albums, face recognition, etc.) not only to a new photo viewer/organizer, but one a Windows 10 PC. Sigh...
