    hello i have surface book 3 and have recently reinstalled windows 10 I'm seeing a weird issue where CPU is limited to .2ghz and 13% utilization. sb3 13.5" i7-1065G7 16gb ram 128 gb storage. I've tryed rebooting, updating, editing power plan.
