Halo App windows 10 0x80070003 error

I am unable to install an update to the halo app for windows 10, I need the app to play halo wars, and halo wars 2, but it is unable to update, after I download the update, it tries to install it and says error, then if you click it, it says something went
wrong the error code is 0x80070003, I have tried fixing it with the windows 10 CD, but nothing has worked so far.

can't fix error 0x80070003

Hello,
I've upgraded 2 days ago and started receiving error code 0x80070003. I found instructions to fix the error. The first step is to run cmd as Admin, but it won't run as Admin - nothing happens. I can run with reduced privileges, but not as admin. I don't know if anything else is affected. Why is it not letting me run as Admin, and how can I fix it?
