Hyper-V Manager failed to change state

For future comers:

The 2 services suggested don't exist on my computer.

How I solved my “Failed to change states” error:
My situation: I had backups of my VHDX and 5 AVHDX checkpoints.
I clicked on and deleted the checkpoints INSIDE the Hyper-V console. (I do not think the order of checkpoint deletions matters). Upon pressing delete, system announces “Merge pending”. Those merged took about one hour. Once complete, VM worked again (zero data loss). Checkpoints are lost but I didn’t need them.
