Call of Duty Direct x errors

Just replaced my PC with a new an improved model, however I cannot correctly install and run either Call of Duty Modern Warfare or Call of Duty World at War. In install I get an error indicating that Direct X could not be correctly installed. When trying
to run either program a error saying that D3DX9_37.DLL could not be found. Running dxdiag shows that Direct X 12 is installed. I would appreciate any suggestions about how to fix this.

 

Call fo Duty infinite war crashes

• Is this happening on a specific game only?

as the title says, this happens on Call Of Duty Infinite War. This is the only game I have installed. It costed me 49.90 euro.

• What was the exact error message you have received?

None. The game starts and then after 10 seconds quits. That's it.

• What troubleshooting steps have you done so far?

None. I only checked the events. See replies above.

 

Experiencing Severe packet loss and high pings

Bump, the command spearman suggested boosted the d/l speed to 70kb/s, however it didn't fix the packet loss issue, the ping issue's still there but has much less of an effect.
