Windows 10: Fix problems that block programs from being installed or removed

Whenever I try to download Program Install and Uninstall troubleshooter from https://support.microsoft.com/en-us...hat-block-programs-being-installed-or-removed. I get a error that said file or directory cannot be found. Would anyone be able to help me with this?

I am having a problem uninstalling a program so i tried downloading Fix problems that block programs from being installed or removed from: https://support.microsoft.com/en-us...lock-programs-from-being-installed-or-removed
So i download the file and try to open/run it and nothing happens. I am using windows 10. Any help would be appreciated

Add Remove Programs in Windows XP doesn't finish loading program list?!

Add Remove Programs in Windows XP doesn't finish loading the program list (It never even starts displaying any programs) and I believe it may be that a uninstall program messed up completely and Windows can't figure out what programs are installed because of it. What is the problem? Please?
