    There are so many users who are still going through the Steam keeps stopping download error. This error basically happens due to internet connection issues, region restrictions, bandwidth restrictions, program conflicts, etc. However, there are different methods available on the internet to fix this issue.   2. windows 10 and steam stop start download issue

    No problems with the internet connection, been able to update and install any other software.

    No error codes, the problem occurs within steam but not a problem with the software itself.

    When installing/updating a game the download will stop / start making downloads take significantly longer.

    This never used to be an issue until I updated windows 10 about a build or two ago. And, has never been and still not an issue with Windows 7...

    Tried your suggestion above, uninstall and run compatibility mode windows 7 with no luck.

    Have tried a number of suggestions from the steam community with no luck either:

    change region

    change download speed

    uninstall / reinstall

    delete download folder

    delete steamservice.exe

    stop/disable steamservice.exe

    Any other suggestions would be much appreciated, as mentioned earlier don't believe its a problem with steam software but perhaps I'm wrong!

    Hi,

    Thank you for writing to Microsoft Community Forums.

    Please confirm a few things for me.

    1. Is this issue occurring with ‘Steam’ being installed on your system?
    2. Have you checked if the controller still works on your Windows when ‘Steam’ is not running in the background?

    Please check with the following methods.

    Method 1:

    Stop the process for steam in task manager and check with this.

    You can stop ‘Steam’ running in the background by following the steps below:

    1. Press ‘Ctrl’, ‘Shift’ and ‘Esc’. This will launch the ‘Task Manager’.
    2. Click on the ‘Details’ tab, you should be able to locate the ‘steam.exe’ process if ‘Steam’ is running in the background.
    3. Right-click on it and select ‘End process tree’ to stop the ‘Steam’ running in the background.
    4. Check if the controller is still working on the Desktop.

    Method 2:

    I would suggest you to check the settings in the Steam application. You may follow the steps below:

    1. Launch the ‘Steam’ application, click on ‘Settings’.
    2. You should be able to locate the ‘Controller’ option under ‘Settings’.
    3. Under ‘Controller Configuration’, click on the ‘Desktop Configuration’. Please confirm the settings there.

  4. Fix Steam Download Stopping Error

    windows 10 and steam stop start download issue

    I have the permanent fix at long last. Yes it's a fix in normal windows not safe mode but you have to go to safe mode first to make sure this fix will work for you.

    I found this by comparing processes in safe mode with networking and eliminating processes to find the culprit in normal mode. took about an hour.

    First of all reboot your windows 10 pc in safe mode WITH NETWORKING.

    If you need to figure out how to do that google it separately or on your phone.

    Try to download something on steam. With me, it worked perfectly like a charm, no start-stop.

    If that works for you, restart your pc back in normal mode and follow these steps to fix the problem fast.

    Go to control panel->administrative tools->services

    Looking at the services, CDPUserSvc_3e1f2 is the piece of garbage responsible

    double click on the service

    click stop and wait for it to stop

    change startup type to manual

    Your download after less than a minute will start downloading normally and fast. Start and stop the service to watch it work its garbage magic on your steam downloads.
