Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.

  From where (source) you have downloaded the exe file?

  Did you check in the task manager if it is running in the background?
  
• 
  What was the issue that you are facing before which you made you to run the troubleshooting steps?
  

I suggest you to check that your PC meets the system requirements for the exe file to run.
