Windows 10: Flashing background and toolbar

I have a Windows 10 PC and I started having problems with it a few days ago: whenever I log in on any of the accounts, the toolbar/taskbar keeps flashing with no icons and so does the background, which flashes white and then back to normal. I've tried resetting, ctrl/alt/delete, but nothing seems to be working. I've also tried safe mode, but I'm not able to turn on the wifi in safe mode or safe mode with networking. I've also tried deleting resent updates, but every time I try the PC says that an error has occurred and that the updates can't be deleted. What can I do?

IE11 Google Toolbar no auto search suggestions, no search history?

Since the last Win 10 update my Google Toolbar won't list any search suggestions as I type and there is no search history listed. The Google tool bar will allow a search, but after a few searches no search history shows and no "clear search" button is listed either.

I have turnd on "Suggest searches as you type", and "store search histroy on my computer" in the Google Toolbar options.

Any suggestions to fix this?

 

Background applications

control which apps are allowed to run in the background. To see which apps have permission, just follow the below steps:

• Open the Start menu or Start screen and select “Settings.”
• Click or tap the “Privacy” icon in the Settings.
• Scroll down to the bottom of the list and select “Background apps.”
  
• You’ll see a list of apps that have permission to run in the background with an “On/Off” toggle.

Just bear in mind that, apps normally run in the background to update their live tiles, download new data, and receive notifications. If you want an app to continue performing these functions, you should allow it to continue running in
the background.
