Windows 10: Folder and File pop-up descriptions bubbles.

Is it possible to edit them in some way that allows me to customize the description? I've tried using the Details Tab to edit information but I haven't been able to actually add or remove any information from those values. All I seem to be able to do is select more categories by which to group things. What I would like to do, for example, is with movie files, I would like to be able to hover over them and the description bubble that pops up actually contains a description of the movie. Is an adjustment like that to the Details Tab, View Tab, or any other customizable to this degree. This has

Sharing files and folders overview You can share the files and folders stored on your computer, on a network, and on the Web. The method you choose depends on whom you want to share files with, and what computer they will use to access the files.

When you share files or folders, they are not as protected as they are when you do not share them. You can put the files you want to share in the Shared Documents folder. Files stored in the Shared Documents folder or its subfolders are always available to other users on your computer.

What is this little bubble which pops up?

Since last update I am experiencing a small bubble shape which pops up at odd times.
If the cursor goes on it then it immediately disappears.
But what is it?

Ghostly bubbles flashing since Windows 10

My computer is 10 days old and I started getting the bubbles after an update on Wednesday. The bubbles occur after I close the lid and reopen it and makes my computer unusable for 10-60 minutes. I do not want to disable the touchscreen. I tried step 1
above to no avail. I will try step 2 once the bubbles hopefully subside. I tried uploading a video of the problem, but was unable to do so. Any other suggestions?
