Windows 10: Folder/app crashes

Hi there!I open a folder or launch app and use it while I work open/hide its window from the panel, but it sometimes suddenly crashes and appears as follows on the screenshot. Since that moment it's not possible to open it again from the panel - I have to reopen folder or relaunch app. It becomes really annoying and I am not sure what it can be. Split Steam app folder between 2 HDD?

As the title suggests I want to find out if there's a way I can split my steam app folder on to 2 drives, specifically an SSD that I will be putting my OS and most used games and apps and a regular HDD for everything else?

Increase the window size step by step and watch your vga temps permanently.
What happens?
If it crashes, run at stock speeds as suggested before and retry.

P.S.: When your system locks, does the display signal turn off after a time?
Stuttering sound or no sound at all when freezing?
