Windows 10: Folders will not refresh

Since upgrading from 1809 to 1903 my folders will no longer automatically refresh. I know this has been a recurring problem all the way back to Windows 7 but the solution for earlier versions no longer holds true. (you know the old registry key HKEY_CLASSES_ROOT\Wow6432Node\CLSID\{BDEADE7F-C265-11D0-BCED-00A0C90AB50F}\Instance)
I know this to be true because I went to a machine that does refresh correctly and that registry entry does not exist. Does anyone know how to fix this in Windows 10 version 1903?

why my folder slow refresh?

later i just realize that my folder refresh pretty slow
if i move any data the old like still in the folder until i press F5



the marked files has moved to other folder but the files like it still there until i refresh manually or push F5

  In search type Mail app.
  
• 
  In top right corner you will find a refresh button
  
• 
  Click on refresh button and check if it sync with the account

Folder refresh issues


I have been having this issue for quite a long time now, so any suggestions welcome.


Actions that I perform in folders are not visible until I refresh the folder.

Let's say I am downloading a file, I click "new folder", nothing happens, I then have to hit F5 to refresh the current folder to see the one I just created.
I then have to refresh manually to see the file I just downloaded.

Same issue with thumbnails, I have to continuously refresh in order to get them to display, they seem to be getting re-generated every time as they display very slowly.

I was also having an issue with thumbnails simply not showing, but I recen

performed a chkdsk to fix any errors
done sfc/scannow
done DISM /Online /Cleanup-Image /RestoreHealth
