Windows 10: Force old game resolution to 16:9

There's this old game called Hamsterball that only works with the compatibility mode configuration. It used to work in windows 8 just fine but now it only launches in a 4:3 aspect ratio, regardless of the in game settings that set it to 16:9. Is there any way to force software to launch in 16:9?

So, I've been having this problem for a long time and I haven't been able to find a fix for it neither do i know when it started, thus I'll go straight to the point: When I launch CS:GO it forces my resolution to 4:3 and i have to manually change it to 16:9,
even with having set a desired resolution in the launch options for the game it just sets it right back.

The game isn't restricted to 4:3, it's not restricted to any resolution.

The problem is that on launch the game always sets the resolution to 4:3 1600x1200 (which isn't normal mind you) even if i had set the resolution to 16:9 1920x1080 or whatever resolution when i last exited the game.

Again, this isn't normal and i can't find any posts related to the issue that are not from 2013-2014 which is when the game was released, neither did i find any fix to the issue in those posts.

And even with startup settings to change the resolution (example 16:9 1920 1080) it just applies the resolution in those startup settings and right after reverts to 4:3 1600x1200

What resolution are you using , and what exactly are you trying to do, or fix ?

I don't play CSGO and maybe the configuration file fix is useful when wanting to force wide screen just for the one game,

and it may do so more elegantly (eg- as with the
wide screen fix site) than via Control Panel, but....

- If a game is running using a resolution that is native to the 4:3 aspect ratio (eg-1024x786, 1920x1440, or similar) it would have black bars,

unless forced to run wide screen.

Forcing wide screen does not make a resolution that is native to 4:3 become a 16:9 aspect ratio resolution.

All forcing wide screen does when running a game that is restricted to low res 4:3 aspect ratio resolutions is stretch the image sideways,

or chop off part of the top and bottom of the image to make it 'fit' the wide screen without black bars.
