Windows 10: Forced to sign in to work or school account during setup

I reset my hp laptop ready to sell it to my brother used for last 3 years myself as a personal laptop and on restart and setup it asked for his wifi so he entered his home shell energy wifi router password, then it said the dreaded: sign in to work or school account but this has always been a personal laptop. Even worse it displayed a shell logo on that screen and now it think he works for shell and is expecting a Shell corporate email account. I have tried everything including oobe skip but nothing will get rid of the shell work email expectation in the oobe setup process. Hard resets do

It seems that any time you go to reinstall Windows, it will force you to sign into a work/school account unless you can get it to allow a local account. I tried installing Windows 11 again from USB, and it did not "convert" the device to a personal device.

As for a permanent fix, I have nothing.

Hi, I have been having this problem for months and communicating with Microsoft support, without much luck.

When I do a completely fresh installation of Windows 11 Pro (or Windows 10 Pro), including completely wiping my hard drives, I am forced to log in with a work or school account, and it shows the logo of the company that I work for. This happens after installation is complete and after the "Connecting to Microsoft" part of the OOBE. It then restarts and jumps straight to a "Let's get things set up for your work or school", with no way of choosing a personal account. This is a personal computer that belongs to me, it is not a corporate device and has never been registered as such. I have used the "Access work or school" option in the past to use this device with work resources under the bring-your-own-device policy.

This happens only if I install Pro. It happens regardless of whether or not I put a license key in during setup. It doesn't happen if I install Home - in this case I am allowed to log in with my personal account.

Does anybody know how I can stop this from happening?

I have a Surface, so my troubleshooting steps might not be exactly what you need to do. I rolled back to Windows 10 via recovery image, after running the Surface Data Eraser. Then, I signed in with a local account by entering in my personal email during setup and having it kick back. Once in, I was able to sign in with my personal account.

In your case, try using 10 Pro, and doing what I did during the setup. Then, upgrade to 11 Pro.
