Windows 10: Forgot my password...

I have a Dell Inspiron laptop that I haven't logged into in 3+ years, since I lost the power supply... Well, I ordered a new power supply and it arrived today, and I cannot remember the password; nor can I remember what operating system I'm using...I was googling for ways to fix it and if it's WIndows 7 or 7 I should be able to boot up in safe mode with networking and run the command Net User <Username> <New Password> to reset it... But F8 isn't working... I don't think it's Windows 10, based on the start up screen see screenshot... I am able to access the Dell Aptio setup u

you know when you boot up your computer... and yeha i have more than one account and I forgot the password to one of them.

is there anyway for me to get in to the account? or the account will be perminant lock if i dont remember password?
