Windows 10: Forgot password and reset pin is not working

Hi,I forgot my pin which is so annoying I tried to all the possible pin that I created but It’s not working until it says I need to restart or wait for 2 hours and on the time that I tried to reset my pin it’s not working It’s says that it’s not working right now. I tried to log in my microsoft account on a computer and it works but it does not require a pin until I created another one and i tried to restart the computer and It’s working with the new pin however on the time I tried to put the pin on my laptop it’s still not working. I don’t know what to do my last option is to check this to an

The first step is not working on my laptop. And I do not want to reinstall the Window again as I have set and customized the window setting for me. Please suggest me another way to reset or remove password and PIN and to remove the administer account.

If you have forgotten your PIN for Windows 10 on your laptop, don't worry, there are a few ways you can reset it.

• Press the Windows key + X and select "Windows PowerShell (Admin)".
  
• Type the command "net user [your username] *" (without the quotes) and press Enter.
  
• You will be prompted to enter a new password. Enter a new password and press Enter.
  
• You will be prompted to confirm your new password. Enter it again and press Enter.
  
• Your PIN should now be reset.
  

1. Reset your PIN using a password reset disk: If you have created a password reset disk before you forgot your PIN, you can use it to reset your PIN. Insert the password reset disk into your laptop and click on "Reset Password" on the login screen. Follow the instructions to reset your PIN.

I tried steps of both links:

• #1: reset PIN code
  
  • I see no link "reset your PIN"on login page --> I can't reset it
    
• #2: change or reset windows password
  
  • My Windows account is not displayed at all on login page.
    
  • I am using a local account
    

If you have any other suggestion, I would be more than happy to try.
