Windows 10: Fortnite Permission Issue - XBOX Cloud Gaming Win11

Hello. Regarding the subject issue, I am somewhat new to the Microsoft Family Safety Android app that I use to manage my son's gaming laptop running Windows 11. Is there a way for me to configure the settings within MS Family Safety to allow him to play Fortnite via the XBOX Cloud Gaming interface within Windows 11 on his laptop? See attached image for the message I receive when attempting to load & run the Fortnite game. I also manage his Fortnite gaming via the Epic Games account I created for him. Background permissions Win11 23H2 gone for Xbox game bar

I compared settings of a friend using Xbox game bar on Win11 22H2 and they have a section that allows them to enable/disable background permissions in Settings/Apps/Apps/Installed Apps and then under the advanced setting for XBOX he can see the background settings options.. The directions I have found online all say to go to Settings/Apps/Apps and Features and that is also not an option in Win11 23H2. The biggest problem is that I get an error message stating the background permissions are disabled when I try to join or start an xbox party chat but I have not found a way to change this. The only work around that I have found is to pin the chat over top of the game we are playing but that takes up a small section of the screen. Not a game changer, just an annoyance. For the friends on discord, I'm having zero issues but I need xbox chat for my xbox friends. Please assist, thank you!

so i downloaded the xbox cloud game app on my meta quest two thinking i could play xbox games on my Oculus so i tried it out and the setup was fast and easy but i can only cloud game fortnite and i checked all of the resrictions and i have game pass ultimate and my headset is supported so i dont really know what to do
