Windows 10: Fortnite uses and utilizes 100 of the CPU all the time

This only happens in Fortnite, it doesn't matter if I'm in a game or in a lobby, or what graphics settings I'm using I could be using the lowest possible graphics and it will still use 100 precent of the CPU this causes intense lag spike and I'm pretty sure is very bad for the CPU, again this only happens in Fortnite and not in any other AAA game I have played so its not a problem with the CPU

Its just fortnite. Ween I play other games like apex legends or the finals I havé not that much cpu usage and my gpu is like 90 %. In fortnite I have 100 cpu and 20 gpu and it crashes.

When I'm playing fortnite my cpu is constantly at 100%. I have a ryzen 7 3700x and a rtx 3070.

I recently upgraded from Windows 8.1 to 10, and discovered a weird problem when opening task manager where CPU utilization was always at 100%. I did a clean install of Windows 10 to make sure it wasn't application specific, but still the same problem.

This problem is very strange because utilization doesn't seem to be tied to a specific process- it just always seems to add up to 100%. Resource monitor actually shows CPU Usage to be in the million%, which is definitely wrong. No performance degradation,
CPU temps are very normal, and even third-party programs such as Speedfan and CoreTemp are reporting negligible CPU usage (1%-2% idle).

I have tried disabling all startup applications, doing sfc /scannow, viewing reliability history, and restarting multiple times. No luck
