Windows 10: Found a New PC - stuck on the bitlocker

Found an old PC, now way to know the owner.It's stuck on the bitlocker screen. Is their a way to re-install the OS so it is usable?

For future reference, instead of using the TASK MANAGER to restart, you can simply hold CTRL + SHIFT and right click on blank space on the Task bar, to bring up 'Exit Explorer'.

Another option is to use software.
