Windows 10: FPS drop please help!

Hi guys,

I have a serious issue with fps as it drops casually, my cpu clock drops to 400 mhz when I launch any game then I noticed high cpu usage and low gpu usage, and the temperature of both is pretty normal.

At first I thought that it was thermal throttling but I don't think it's the case no longer since I tried various things but didn't succeed.

This is my specs:

• First of all it's an HP 15 laptop;
• I5 8266U 1.6 GHz base, up to 3.9 GHz turbo (4 cores / 8 procs);
• Nvidia GeForce MX130 4gb vram
• Intel UHD 620;
• 16 gb ram (8x2);
• Windows 10 pro 1909 64 bits.

The things I tried to fix the issue:

• Cleaning my laptop;
• Replacing thermal paste (many times using different patterns just to make sure);
• Using a cooling pad;
• Installing a fresh windows;
• Updating all drivers;
• Updating bio;
• All kind of nvidia control panel combinations;
• Clean nvidia driver installation;
• Setting power plan to default;
• Changing power plan to high performance;
• Setting CPU minimum and maximum usage to 100%;
• Undervolting CPU using TrottleStop to - 125 mV;
• Limiting CPU clock to all kind of numbers;
• Disabling CPU turbo;
• Checking that all CPU cores are ON;
• Monitoring throttling using task manager (no throttling);
• Disabling thermal throttling;
• Scanning virus/maleware;
• Safe booting windows and running a benchmark using only CPU (the CPU clock was stable here);
• Checked every single thing opened in task manager;
• Disabling various services (including sysmain);
• Running games using Intel UHD (same problem);
• Various registry editing;
• Disabling things from device manager;
• Pluging out every external device;
• Disabling antivirus;
• Praying to god.

FPS drop on Windows 10

what is the model of your laptop. What graphic drivers do you have installed? Can you list a game or two where you measured the FPS drop?

 

Sudden FPS drop/Stutter

Since 2 days ago, I just turned on my Computer, and it starting having issues while I was playing Witcher 3 (starts with decent fpsm and then very low fps, dropping to 35, then 20, and stopping at 12 or so, in a matter of seconds, in a matter of 1min of starting the game), also stuttering without any high demanding programs, randomly. I was playing at 45-60 fps, without any stutters or sudden fps drop. Have tried other games the issue persists. Even setup everything to low settings.
I have ran several tests with several tools, all seems normal, no sudden memory spikes, or temperature raising out of the ordinary, nothing that would indicate such an fps drop or stuttering.

I also did the reset option on Windows10, completly cleaned out all my personal info from the windows partition.
So at this point, I am not sure if it is a software issue or a hardware issue.
Any suggestions are greatly appreciated.

Edit: I kept doing some tests to find out the issue. And this happened before and I was able to replicate it. Same thing happened as before, till I set it up to fullscreen, Alt+Tab from the game and then back to the game, FPS went up to 50 again, stable and good, dropped after a couple of seconds. After a bit it went to 2-5 fps, and I had to shutdown the game, because even the sound was getting messed up.
