Windows 10: FPS drop to around 10 in all games after reset, none of the usual fixes worked, 100% sure...

I reset my Dell G5 5590 laptop about a month ago and tried to play games on it now but all of the games i used to play are now unplayable, fps is around 10 in all games, even in the menu.I've tried every fix I possibly could, like making sure nothing is running in the background, updating everything including BIOS and graphics card driver and other things, tried reinstalling all of the games, tried using the high performance power settings, disabled the game bar, uninstalled antiviruses and even reset my laptop again. Noting seemed to fix it and I'm all out of ideas. The temperature is fine

I saw also fps drops with some DX9 games at least since the anniversary update (I even did a fresh install but was the same), the only DX9 game that I play that had fps issues was 4Story (some had no changes, for example TERA, Final Fantasy XIII...), I usually
had 20-30fps minimum and it runs at 1fps or even lower.

The only way I found to play it was to change the d3d9.dll with the version of it before the anniversary update. A friend also had fps drops in CS:GO with w10 anniversary, so I think the problem is with that file and it should be fixed... There are posts
that talk about disabling Game DVR in the XBOX app, but since my computer does not meet the requirements I didn't test it.

I got these Windows 10 updates on the 30/09/16 and they were:

Update for Windows 10 Version 1607 for x64-based Systems (KB3176936)

After the update, my laptop has become very slow. In a game called League of Legends i would usually get 80-150 fps and after the update, i can barely get to 60 and the lag and delay is very noticeable. In CS:GO i would usually get 100-140 fps, but now its
unplayable at 10-30 fps. Please help me. I've looked everywhere. I have tried to make my graphics settings and computer settings the best for gaming to improve it but it has barely done anything, so i believe its the update that made it worse.
