Windows 10: fps suddenly drops while playing games , so does the cpu usage drop

as the title mentioned , my cpu usage drops which coincides with sudden frame drops in my games too. this has been happening on not so demanding , age old titles like dragons dogma etc. totally frustrated and I've tried several things at this point to deal with it. my specs are as follows i7 9750h + gtx 1650 + 16 gigs of ram. if I give further example , I would like to give of dragons dogma , wherein I start the game with around 75+ fps but then it drastically falls down to 23. my computer doesn't get much heated , the usual temps of the CPU are around 56 celsius and the max it hits is around

Sudden drop in cpu usage while gaming

So I'm trying to play NFS Heat, the game runs fine on about 60 fps for 10 minutes or so but then the fps suddenly drops to like 5-10 for a few seconds and then runs again normally. This happens every 5-10 minute while I'm trying to play. One thing I have noticed in task manager is that the game uses around 70% of CPU and then the game's fps drops and the CPU usage drops to 10% then it rises again to 70-80% then again suddenly drops to 10% and the game's fps also drops. I don't what's the reason for this.

16 GB DDR4 ram 3200 Mhz

AMD Ryzen 5 5500u

Nvidia GTX 1650 GDDR 5 4 GB

Sudden drop in cpu usage while gaming

Update : It has gotten worse now I'm getting FPS drops and drop in cpu usage every 2 minutes

It's like the fps is stable at 60 fps for 2 minutes then suddenly drops to 5 fps the I open task manager to see what happened then the CPU usage of NFS Heat drops from 50% to 20% then climbs back to 50-70%

 

FPS drops suddenly in games

Since nearly 2 months I've been experiencing issues while gaming.

While playing CSGO at 48 fps(capped there tho) the framerate sometimes drops from 48 to 5-6 ingame for nearly 2 to 3 minutes thus making th game unplayable during that time. It happens every 10 to 15 minutes and is so frustrating. Mostly during the drops
the cpu usage goes down from nearly 40% to 17% and the bottom of my laptop is hot. I tried turning off CPU throttling but it was of no use.Not only CSGO, it happens in all of the games that I play.
