Windows 10: Fraps suddenly blocked by an administrator

Basically, Windows decided to randomly screw me for no reason.

I didn't do anything different from what I normally do, but today I go to open fraps and get "an administrator has blocked you from running this app. contact the administrator". I'm the only user on my computer and my account is an administrator.

Using command prompt in administrator opens it, but that's extremely tedious and I'd prefer to find a fix for this so I can open the program normally through my taskbar.

I've also used the hidden administrator account "net user administrator\:active yes" and that of course works, but switching user accounts to open this one program is also tedious.

I've tried all the solutions on this article, which include windows smartscreen and antivirus, but those two don't work.

Are there any other solutions I can try that will end in me being able to launch fraps from my taskbar?

Thank you for your suggestion. As you say, turning off UAC could affect the security of my computer. For that reason, I would rather try to solve this by convincing UAC to allow the program to run, as it has been for several years.

The message says that the administrator (that's me) has blocked the program from running and to contact the administrator (me) for more information. Obviously, that's not an option.

It would be helpful to know what condition has changed that would cause UAC to suddenly block the program. I don't know how to get this information.

I'll report the situation to the MyPC Backup people. Maybe they have run into this problem already.
