    How can I select and edit text in a saved paint file

    As Frederik explained, the text is actually part of the picture, so you can't copy the text in Windows.

    You'll need special OCR (optical character recognition) software. Another way is to upload the picture a website that does OCR in the cloud. Even then you may not be able to copy the text - it all depends on how the picture was encoded.

    How can I select and edit text in a saved paint file

    OCR might extract the text. Unfortunately, replacing the old text with new text leaves a badly damaged picture background.
