Frequent FPS & CPU Usage Drop

Hi, I'm having an issue that has almost conflicting parameters.

Every 15-30 seconds or so (though it can be every few seconds or once every 10 minutes) my FPS will plummet and my CPU usage will suddenly drop dramatically. This is confusing to me because I'd think that normally FPS would drop when resources are capped out, but apparently not.

I'm on Windows 10 64-bit and this has been going on for about a week. It isn't game specific, though I've only tested on Dota 2 and League of Legends, I don't think it's an issue with the programs. I've attached a screenshot of Dota 2 with the fps shown and Task Manager's Resource tab. The fan also goes crazy, which doesn't make sense since supposedly the CPU is being used less.

I know this probably isn't a lot to diagnose off of, but could I have some tips for the types of tests I should run and things I should look for?

    :)

  2. Windows 10 FPS Low FPS in War Thunder game

Under Windows 10 I have FPS drops to around 20FPS

CPU usage First core 100% all others 18-28% * overall cpu usage 50-55%

In windows 7 all 4 cores 100-95% * overall cpu usage 95-98% 60FPS wits small dips to 59 * Preset High

    MY PC spec:

    X4 860k @ 4.4Ghz

    8GB(2x4GB) 1866 CL9 Ram

    Club 3d 7790 @ 1285/1700

Any idea how to convince Win 10 to better utilize CPU in this game ?

In other games I not have this issue example in Witcher 3 I have near to 100% overall CPU usage and decent FPS.

This issue do not exist in Windows 10 beta period.

    Cheers
