Windows 10: Fresh start button greyed out

I've been having a lot of issues with my surface pro 6 since the beginning. The latest issue right now is the FRESH START button being greyed out. There's no button underneath it that says fresh start now. The only thing I can see underneath is the "additional info" in blue color underneath.


I already downloaded windows update through aka.ms/winup. Even after that the issue still persists. Does anyone know how to fix this issue? Thank you.

There are options you can consider to troubleshoot this issue. When the
Print button on the File Explorer window is greyed out, we suggest that you check if the
Print Spooler service is running. To do this, simply follow the steps below:

• On the Cortana search box, type Services and click the
  Services app.
• Scroll down and check if the Print Spooler service is running.
• If not, right-click Print Spooler and click Properties.
• On the Properties window, click Start.

After following the steps, check if the Print button
is already available.

Start Button displaying but not working


The start button was working until there was a forced reboot (power failure). Then left click (normal click) over the start button does absolutely nothing. Right click brings up a menu but "programs" and also "settings" are missing and not included on this list. Search or Task View buttons do not work either with "normal" click. Does anyone have any suggestion or fixes?

The Get Started button is usually greyed out when the Telemetry is not enabled. Telemetry or Diagnostic feature allows Microsoft to collect data from Windows, i.e., diagnostic data.

1.Enable Full Diagnostic Data

2.Enable Telemetry data via a registry

3.Use Group Policy to enable Telemetry

Windows users need to enable this feature in full to enable the Get started button.
