Windows 10: Fresh Windows 11 22H2 install - CPU cores do not downclock at idle

Gigabyte Aorus z390 Pro, i9-9900kI recently installed Windows 11 22h2 on a new nvme disk. I also have a second nvme disk running Windows 10 22H2. While in Windows 11 the OS doesn't seem to be able to downclock the CPU when idle whereas Windows 10 does. I have tried all power plans and the only thing that works is decreasing Maximum processor state. Minimum processor state is set to 5%. My CPU is clocked to 4.8GHz and it idles at 4.7 to 4.8GHz. There are no tasks hitting the CPU and task manager shows CPU usage to be under 9%.I've also tried setting the hidden power plan values of Processor per

I've also tried setting the hidden power plan values of Processor performance autonomous mode and Processor duty cycling and they have no effect. I've seen other posts where the realtek drivers fixed the issue, but my mobo has an Intel NIC with the latest drivers installed. I saw another post about the nvidia control panel service causing the issue, but that did not solve mine. I've tried configuring cstates in BIOS to enabled and auto (default, works in Win 10). I've tried creating a new power plan, deleting and re-creating the old ones using powercfg. I've tried resetting the bios to defaults and all settings to auto (no overclock) including enabling cstates.

During idle my CPU temps remain at 60c with fans running higher to compensate. If I reboot into Windows 10 CPU temps remain at 32c idle and speeds range from 800MHz to 4.8GHz.

 

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
