Windows 10: Frozen display

My laptop screen keeps freezing but I can still move my mouse and sometimes interact with open applications but my display doesn’t show my interacting with anything it only shows my mouse moving and I am pretty sure it only happens when I put my cpu through a decent work load. My pc keeps running while the display freezes everything by my mouse and the only way to fix it is to do a hard shut down. Is this a sign of impending doom or is this fixable?

Lumia 620 frozen with spinning gear

I tried to reset my Lumia 620 and its now frozen with the spinning gear display. I tried the steps to finish it, but still no progress. Can You please suggest how to stop this spinning and how can I get my phone ready to use?
