Windows 10: frozen ipad

I received message on ipad that it was infected and to call the number. I called but decided to hang up after talking with the agent for a few minutes. He asked me to type in iexplor helpme.net. Is this a scam? I can not get on my Ipad now. I did turn it off. Can I reset to factory settings? How do I do that when it is frozen on the screen with the message that it is infected?

Apple has designed the iPad to only charge when connected to an approved wall receptacle charger or to a high-amperage USB port only found on Apple iMac and MacBook products. If you connect it to a PC or non-Apple USB port it will not charge.

I suggest you to contact the Ipad support for better assistance.
