Windows 10: Frozen system

I was dowloading ,actually installing a updated Epson driver ,then my system froze mouse and all. I waited 2 hours to see if it would complete the install (unfreeze) . I ended having to hold the power button to shut it down. Now it won't boot up -except windows defender running an offline scan, blank screen after, no response trying safe mode(f-8 according to geek squad) at start up. I was going to try restoring but can't even get into anything. Any suggestions?

Programs not working


In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.
