Windows 10: Frustration - Critical Error issue and unable to download or reset

Laptop HP, it's barely out of warranty! Start menu in bottom left is not working, so I get this: "Critical Error - Your Start menu isn't working. We'll try to fix it the next time you sign in" with the only option to 'sign out now'. Restart, and it doesn't fix the issue, it persists with no visible clue that the system is performing any kind of fix to the situation.I can manage to get into the settings with a little work - and I go to Windows Updates. They will not let me update! It shows an update is available but keeps failing and showing this error code: 0x80070002. Unable to figure

Unable to download from Windows Store

• What is the actual issue you are facing?
• Are you unable to download Apps from Windows Store?

Please provide us a screen shot of the issue if possible.

I suggest you to reset Windows Store by following the steps below and check if it helps.

Press “Windows key + R”, type “WSReset.exe” (without quotes) and press Enter.

I suggest you to try the steps below and check if it helps.

I would suggest you to follow the steps:

• Open the Task manager. Here’s a tip: Press CTRL+Shift+ESC.
  
• Click File > Run New Task.
• Make sure you have a check mark beside “Create this task with administrative privileges”.
• Type CMD.
• Type the following commands at the CMD prompt:
  
  powershell
  
  Get-AppXPackage -AllUsers |Where-Object {$_.InstallLocation -like "*SystemApps*"} | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
  
• Close the CMD window.
• Check to see if the issue is resolved. If not, restart the PC.
