Full CPU usage (100%) once I open taskmanager for a split second, then it goes to normal

Hi, I have been spending three days trying to solve it, using CCleaner to scan, and other programs

Eventually I used some shit program named Restoro who apparently was the only one capable of finding where it was, though to repair they demand 100$, naturally, or delete manually, which I tried but failed I suppose.

The location is apparently Powershell? and the other one was some cloud.exe that I deleted, but the issue persists, please do help me..

My CPU usage is at 100 when opening Task Manager

I tried scanning the PC with Malwarebytes, and a few other tools. The results came out clean. I finally installed a fresh new copy of windows on PC.

The CPU usage is still at 95-100% when opening Task Manager, but goes down after a few seconds. I tried using a few third party tools to monitor the CPU usage and it's normal.
