Windows 10: Full screen mode in non-maximized window

I have limited screen space while working from home. I use four-way screen split in my laptop, and I am mostly using reading, typing, browsing and note taking apps. The toolbars above the app like tabs in chrome + search bar + bookmarks bar take too much real-estate in that mode. Now I can hide all of those in full screen mode but I can't while I am four way screen split in Windows. I would want to toggle them on and off so I can have more room to see what I want to. If someone knows a way to toggle all the bars on and off using keyboard key. I will highly appreciate it. Maybe an auto-hot-key script or something. Anything that will make this happen.

Similar examples of what I want:

1. Taskbar of windows hiding
2. Zoom looses its bars even in non maximized windows automatically and you can toggle it using Alt key
3. Similar to just any video streamer and software loosing their bars in full screen but in four way split mode or any other non-maximized configuration.

Maximized windows don't fit screen.

I have tablet mode turned off. But I'll note that it still occurs while in tablet mode. Actually, the problem is even worse in tablet mode, because I am unable to close a program. Here are some images in both tablet and non-tablet mode.

Radeon HD 6990 - not playable in full screen mode

CCC 11.2 display driver is not compatible, the screen native resolution (1920 / 1200) wasn't in the resolution list.

CCC 11.3 works the same way as 11.4, works fine in windowed mode and windowed fullscreen (e.g. no border) but in full screen mode I get non-stop flickering. *Frown

The flickering happens with and without vertical sync enabled.

Edit: tried fraps in another game with the same result - the flickering is showing in game but not in the recorded video.

This should be enough to get the conspiracy theorists suggesting that Microsoft is intentionally crippling multi-monitor support in fullscreen mode since games sold on the Microsoft Store all work in the pseudo-fullscreen mode...

Or it could just be an idiotic bug that will be fixed in time.
