Windows 10: Fuzzy screen with repeating taskbar?

I am not sure if anyone else has experienced this issue but a few times a day, my laptop will go into this weird funk where the display goes black and then the taskbar will repeat a couple of times further up the screen and there will usually be a black and white fuzzy line too. It will then stay like this until I Alt+Tab or close the lid and reopen it. Aside from this, the display is generally fine.I have sent my laptop off twice for Dell to repair and neither time have they been able to fix this issue. Last time they replaced the display and this made no difference. It has been going on for

Fuzzy 5800 Screen

When I unlock the screen, the screen appears fuzzy for about half a second as shown below. I've updated the software to v21.0.025 and restored factory settings. Any thoughts or suggestions?

Windows 10 Taskbar sometimes on top of full-screen applications

I suggest you to change the Screen Resolution and check if this helps. Follow the steps below to do the same:

• Press ‘Windows ’ key on the keyboard.
• In the search box, type Settings
  
• SelectSystem > Display > Advanced display settings.
• Under Resolution, select a new value. We suggest you stick with the resolution marked
  "(Recommended)”.

Also try locking and then unlocking the Taskbar and check if this helps. Follow the steps below:

• Right-click an empty space on the taskbar.
• If Lock the Taskbar has a check mark next to it, the taskbar is locked.
  
• If it does not have a check mark, click Lock the Taskbar.

Taskbar on top layer (not position) in full screen mode

Looks like you are having issue with your taskbar.

We recommend that you unpin all items from your taskbar and see if the issue persists.

Refer to the steps below to unpin apss from the taskbar:

• Right-click on the icon you want to unpin.
• Select Unpin from taskbar.
• Repeat process until all apps are removed.
