Windows 10: Game Freezes anytime i go past a certain sensitivity.

This issue happened randomly one day where anytime i try to look around in a fps video game such as valorant and rust it would completely freeze for a split second then go back to normal. its very hard to explain so i have videos of it happening, plus photos of the sensitivity not being able to go past a certain speed and my task manager. like power usage and cpu usage sky rocketing The video of the problem exact same thing with other fps games like valorant with these two images the first one is me idle not doing anything while the second one is taken while i move my mouse around and it fre
