Windows 10: Games lag in menus???

Hi, I've had an issue with almost all games for some time now, where the menus for the games will lag. Whenever I'm in the game, it runs perfectly fine, but when I'm in places such as the lobby in COD, Battlefield, even MSFS, the menus will drop to around 4 frames, making it difficult to navigate and annoying to deal with. I have Windows 11 installed on an SSD, 2 hard drives where I keep almost all my games and another SSD. I have a feeling it's a problem with the hard drives but when I run health checks on them it says there's no issues, so I'm a little confused. Another thing to note, the
