Windows 10: GER(DEU) and ENG showing up in Taskbar but's just GER(DEU) installed

I have GER (DEU) as my main Language but in Taskbar it also shows ENG.

If i go to Language and Region options it just shows GER (DEU) as my installed language. There's no ENG i can uninstall but i want to get rid of ENG in Taskbar.

Failed install of Deus Ex Human Revolution

Tried those ideas and it failed. Also registry had under DirectX the following, HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\DirectX\{3CC7BA19-9B67-11E9-87BC-806E6F6E6963}, HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\DirectX\{3CC7BA1A-9B67-11E9-87BC-806E6F6E6963}, HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\DirectX\{3CC7BAE4-9B67-11E9-87BC-B2B4EFC43B7E}.
I changed Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\DirectX to suggestion that did not effect anything.

I was wrong the change and turning off DirectX 11 worked and Deus EX is playable, though I do not know why.

Failed install of Deus Ex Human Revolution

I install Deus Ex Human Revolution and when I tried to run the game Direct X 11 setup screen came up, and it failed. The drop down box "Resolution" and "Refresh rate" where blank. The strange thing was this game worked before I tried to install Windows
7, on the wrong drive and wiped out my data drive. (Man I hate Windows 10 even more.) Second question, could this be related to why I can not play Fallout 4. I was told I need DirectX 9c the later one.

 

Cortana search does not show up files and folders on my PC

Whenever I type a term in the Cortana search, she always searches and gives suggestions from the web. She does not detect files/folders that are in my PC.

For example, searching for "Deus ex", I would get suggestions such as "Deus ex mankind divided, Deus ex gameplay, etc" but not the wallpaper of deus ex which I have named as "Deus ex.jpg" in my PC.

What do I do?
