Windows 10: "Get app to open this windowdefenders link" Unable to access any windows security options.

Hello! I am currently running on a Windows 11 computer, and I have been running into this issue recently where I am fully unable to open anything in the Windows Security page. I've tried looking up fixes for hours and nothing has worked for me, I am unable to allow files for download if they are blocked by Windows and it's been quite bothersome not being able to get certain programs because it will not let me download it.This has been a problem for me for about 2 weeks now, I only realized the problem after downloading a games anti-cheat, and it being blocked by windows security. Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

1) Attempting to open file by clicking on it in the "Recent files" list I get the following:

Preventing access to modern app

Ive been tasked with preventing the children from accessing instagram. I've got it listed in my windows hosts file and internet options/security/restricted site but the windows 10 app is still allowing access. Any suggestions other then deleting app which can just be reinstalled?
