    SymptomWhen I do the following, I get the error "0x8000ffff" and can't install the app.1/ Create new local account "test" Start -> Manange your AccountI try both account type: Standard user and Admin user2/ Sign in with "test" account3/ Install application4/ Get "0x8000ffff" errorAdditionalHowever, when I wait about 5 ~ 8 minutes after signed in with "test", I was able to install the app normally.My opinionI was thinking in the direction that "Group policy doesn't take effect immediately" when new account have just been created.So, I tried gpupdate /force cmd with adminstrator for both

    I'm fairly certain that Skip this step was available in 10.0.130 - the workaround in Step 20 (back button) is no longer required.

    The currently known, as of 10.0.130, ways to create a Local account sign-in are
    • Skip this step at the MS account creation phase
    • No Internet connection during the install
    • static IP (post# 2 by Fragment) - New (to me anyway)

    Go to https://account.microsoft.com, click Create account and fill the form:

    With a Microsoft account you can then use OneDrive and Office Online apps for free. You can also use built-in native Windows apps which require a Microsoft account like Mail, Skype Preview, People, Calendar and download apps from Windows Store.

    Thank you for responding.

    What exactly happens when you try to install new apps using local account?

    I suggest you to convert the Microsoft account to local account, and convert newly created local account (in the question)to Microsoft account and transfer the older Microsoft account content.

    As local account will be Microsoft account and you may install the new apps.

    Step 1: To convert the Microsoft account to local account, you can do the following:

    1. Sign in to your Microsoft account on Windows 10.

    2. Click Start and then Settings.

    3. Click Accounts and
    Sign in with a local account instead.

    4. Enter your Microsoft account's password, and click on Next.

    5. Type in a Username, Password, and Password Hint that you want to set for your Local account and click
    Next. Click on Sign out and Finish button.

    Step 2: To convert Local account to Microsoft account, follow these steps:

    1. Make sure you are device is connected to internet.

    2. On the newly converted Local account (with no issues), click Start and then Settings.

    3. Click Accounts and click on Sign in with a Microsoft account instead.

    4. Follow onscreen instructions.

    Step 3: Once the newly created local account is converted to Microsoft account, you can log-in with this account, try to access
    This PC and copy the contents from the old user account to a newly created user account.

    Steps:

    1. Press
    Windows + E, click on This PC in the left pane.

    2. Double click on
    C: drive (Usually where the operating system is being installed)

    3. Double click on
    Users and older user profile folder.

    4. Copy all the content from that user profile to the newly created user profile.

    Now, you may try to install the new apps and check if the issue persists.
