Windows 10: Get rid of "Do you want to open this file"?

Windows 10 10.0.19045.4046 2009, 22H2I have 41 *.URL files in Favorites. One is called vspeed.url and has the URL https://www.verizon.com/speedtest.It is the only one for which a double-click gives the security warning "Do you want to open this file?".I have already:ICACLS vspeed.URL /SETINTEGRITYLEVEL Lprocessed file: vspeed.urlSuccessfully processed 1 files; Failed processing 0 filesIt still gives the security warning. How do I stop it.Notes: If I copy the file to the desktop a 2-click does not cause the warning. SMARTSCREEN is not running. *.URL open in the default browser Firefox

opening .dds files with gimp

Simply, HOW? I got the DDS plugin but the POS wont open DDS files still. Can someone give me a step-by-step rundown of how to install the DDS plugin for gimp so I know if I'm missing something?

I have downloaded this, and it did not work; photo viewer is not in the list of programs in Open With or Default App. I used option 2 step 3, followed by step 5 to 9.

since this happens in some of the computers only, suggest that you open the file on working computer and copy everything and paste to a new powerpoint file.
